Both Amsterdam-Noord and Leopoldsburg are coping with the breakdown of the industrial and (for Leopoldsburg) military past, now looking for new values of what’s keeping the communities together. The groups have met during their respective neighborhood festivals for a real life exchange and created mini-Tandems, further developing the idea of twinning.

TANDEM – Community&Participation is an initiative of the Fonds voor Cultuurparticipatie (Utrecht), European Cultural Foundation (Amsterdam) and MitOst (Berlin), and is supported by King Baudouin Foundation (Brussels) (
